The military alphabet’s history is a story of trial and error toward one goal: code words that anyone, in any language, can hear correctly through noise. The Alfa-to-Zulu chart we use today is the survivor of decades of revisions. Here is how it got here.
Before radio: telephone spelling alphabets
The need is older than radio. As soon as people spelled words over a wire, they reached for stand-in words to separate letters that sound alike. Telephone companies, the military and the early telecommunications bodies all kept their own lists. The hard part was never inventing one — it was getting everyone to agree on the same one, because two operators using different lists are no better off than two using none.
1927: the first international attempt
The International Telecommunication Union adopted an early internationally recognised spelling alphabet around 1927, built largely on the names of cities (Amsterdam, Baltimore, Casablanca). It was revised in the early 1930s and used in civil aviation up to the Second World War. It was a real step forward, but it was not built for the brutal noise of wartime communication.
World War II: “Able Baker”
In 1941 the US standardised the Joint Army/Navy alphabet so all branches could communicate; it became known as “Able Baker” after its first two words (Able, Baker, Charlie, Dog, Easy, Fox…). In 1943 British forces aligned their alphabet closely with it. Able Baker worked well — for English speakers. Its sounds were so English-specific that allied nations who did not speak English struggled with it, and Latin American aviation developed a separate “Ana Brazil” version to cope. A spelling alphabet that only works in one language is not much of an international standard.
The 1950s fix: ICAO and the modern alphabet
After the war, the International Civil Aviation Organization set out to fix the problem properly. Linguists and the US Army’s research effort ran trials across speakers of many languages to find words that stayed recognisable in a French, Spanish or Portuguese mouth as readily as an English one. An early 1951 list had problems — confusions like Delta/Extra and Nectar/Victor — so ICAO retested among speakers from 31 nations. The refined version was sent to member states in 1955 and took effect on 1 March 1956. NATO adopted it, the ITU mandated it for radio, and it has been stable ever since.
What changed, and what survived
Only a few wartime words carried straight through to the modern list — Charlie, Mike, Victor and X-ray among them. Everything else was reworked for cross-language clarity, which is how “Able” became “Alfa” and “Sugar” became “Sierra.” The deliberately odd spellings of Alfa and Juliett date from this effort, chosen so non-English speakers would still pronounce them right. Even the numbers were tuned, giving us “tree,” “fower,” “fife” and “niner.”
Why it has not changed since
Because a standard only works if nobody keeps editing it. As one 1955 NATO memo noted, you cannot fix a single confusing pair without reconsidering the whole alphabet — change one word and you risk introducing a new clash somewhere else. So after 1956, they stopped. That stability is the alphabet’s greatest strength, and the reason a pilot, a soldier and a call-centre worker can all reach for the same words seventy years later.
